North Carolina Telecommunications Equipment Distribution Program (NCTEDP)

The North Carolina Telecommunications Equipment Distribution Program (NCTEDP) provides telecommunications devices at no cost for eligible individuals who are Deaf, Hard of Hearing, Deaf Blind or Speech Impaired. More than 1,000,000 North Carolinians could benefit from the program.

The NCTEDP program was created by the 1999 NC General Assembly and is regulated by the Public Utilities Commission. It is administered by the North Carolina Division of Services for the Deaf and Hard of Hearing and funded through the Telecommunications Relay Fund from a surcharge on all telephone lines in North Carolina.

A variety of specialized equipment is provided to qualifying individuals for use in their homes. NCTEDP provides identified disabled individuals access to specialized telecommunications equipment to allow them to use the telephone.
